Established in 1817 by Datuk Bandar Sakar, an official of the Asahan Sultanate, the mosque is located in Sei Pasir Village, East Sei Kepayang District, Asahan Regency. He passed away in Sei Pasir in 1889 and was buried next to the Datuk Bandar Grand Mosque.The mosque was built due to the absence of a mosque in the Sei Kepayang area and its surroundings at that time.
