Extended Until 9 August 2021, Here are the Regulations of the Level 4 Community Restriction Implementation (PPKM) in Bali

 

Instruction from the Internal Affairs Minister, No. 27, 2021 states that Level 4 Community Restriction Implementation (PPKM Level 4) will be extended until 9 August 2021 across several regions in Java - Bali.

These cities and regencies in Bali will extend Level 4 Community Restriction Implementation:

● Bangli Regency

● Karangasem Regency

● Badung Regency

● Gianyar Regency

● Klungkung Regency

● Tabanan Regency

● Buleleng Regency

● Denpasar City

● Jembrana Regency

The rules and regulations stipulated under the Level 4 Community Restriction Implementation in Bali are as follows:

● Teaching and learning activities (schools, colleges, academies, places of education/training) to be carried out online.

● Activities in the non-essential sector to be 100% work from home (WFH).

● Activities in the essential sector are regulated as follows:

a. Financial industry, including insurance, banks, pawnshops, futures exchanges, pension funds, and financing institutions (which involve physical contact with customers).

b. Capital market (which involves physical contact with customers and requires well-maintained market operations).

c. Information and Communication Technology including cellular operators, data centers, internet, postal service, and media related to the dissemination of information to the community.

d. Hospitality industry excluding quarantine handling;

e. Export orientation and supporting industry in which the company must show evidence of the Export Notification Document (PEB) for the past 12 (twelve) months or other documents that show export plans and required to have operational permits and mobility of industrial activities.

Those who are mentioned above can operate with the provisions of

a. Those listed under (a) can operate with a maximum capacity of 50% of staff for locations related to services to the community, and 25% for office administration services to support operations.

b. Those listed under (b) to (d) can operate with a maximum capacity of 50% of staff; and,

c. Those in category (e) can only operate one shift with a maximum capacity of 50% of staff only in production/factory facilities and 10% for office administration services to support operations.

● The essential sector in government, which provides public services that cannot be postponed, will implement Work From the Office (WFO) at 25% of maximum personnel capacity with strict health protocols.

● The critical sector of health, security, and order can operate 100% without any exceptions.

● The critical sector for handling disasters, energy, logistics, transportation and distribution, especially for basic needs of the community, food and beverages and supporting, including for livestock/pets, fertilizers and petrochemicals, cement and building materials, national vital objects, national strategic projects, construction (public infrastructure), basic utilities (electricity, water, and waste management) can operate 100%. Exclusively production/construction facilities/services to the community and office administration services to support operations are implementing a maximum of 25% work from office.

● Supermarkets, traditional markets, and grocery stores that sell daily needs have operating hours limited until 20:00 local time, with maximum 50% visitor capacity. Pharmacies and drug stores can open 24 hours. Traditional markets that sell non-daily necessities can operate with a maximum capacity of 50% with operating hours limited to 15:00 local time. Street hawkers, grocery stores, voucher agents/outlets, barbershop/hair salon, laundry, hawkers, small workshops, carwash, etc. are permitted to open with strict health protocols until 20:00 local time and technical settings carried out by the local government.

● Dining/drinking activities are regulated as follows:

a. Food stalls, street hawkers, etc. are permitted to open with strict health protocols until 20:00 local time, with a maximum of 3 (three) dining visitors and limited to a maximum of 20 minutes per visitor and complying with technical settings by the regional government.

b. Indoor restaurants and cafes, either in their own locations or located in shopping malls can only accept delivery/takeaway orders and should not provide dine-in service.

● Activities in the shopping malls/trade centers are temporarily closed except for the access to shop employees who serve online sales with a maximum of 3 (three) employees. Restaurants and supermarkets inside the shopping malls/trade centers can be allowed by paying attention to the aforementioned provisions.

● The implementation of construction activities for public infrastructure (construction sites and project locations) may operate 100% with strict health protocols applied.

● Places of worship (mosque, churches, temples, etc.) should not hold worship/religious activities in congregation during Level 4 Community Restriction Implementation, and must optimize the implementation of worship at home.

● Public facilities (public areas, public parks, public tourist attractions, and other public areas) are closed temporarily.

● Arts, culture, sports and social facilities that can cause crowds are closed temporarily.

● Public transportation, including mass transportation, taxis (conventional and online), and rental vehicles should implement a maximum capacity setting of 50% and apply strict health protocols.

● Holding wedding receptions is prohibited.

● Domestic travelers who use private cars, motorbikes, and public transportation (airplanes, buses, ships, and trains) must:

a. Show COVID-19 vaccine cards (minimum first dose vaccination).

b. Show a negative PCR test result from a maximum of 2x24 hours before travel for travel by airplane, and a negative antigen test result from a maximum of 1x24 hours before travel for public and private modes of transportation, such as private cars, motorbikes, buses, trains, and ships.

c. The two provisions above only apply to arrival and departure from and to Java and Bali and do not apply to transportation within the agglomerations such as the Jabodetabek area.

● Drivers of logistic vehicles and other transportation are excluded from the provisions of showing a COVID-19 vaccine card.

● Within the regencies/cities covered by Level 4 Community Restriction Implementation, everyone must wear a mask properly and consistently while carrying out activities outside the house, and are not allowed to use a face shield without using a mask.

● Level 4 Community Restriction Implementation at the level of Neighborhood Association (RT)/Community Association (RW), wards, and sub-districts is being maintained by activating the posts at each level, based on criteria for regional control zoning.
