Learn These Rules and Regulations Before Watching MotoGP 2022 in Mandalika!

 

JAKARTA, 10 March 2022 - In the light of MotoGP 2022 event, which will be held in Pertamina Mandalika International Street Circuit in Lombok Island - West Nusa Tenggara, the government has prepared a set of regulations in order to prevent further transmission of COVID-19 through the Circular of the Head of COVID-19 Handling Task Force No. 14 of 2022 regarding the Bubble System Health Protocol on MotoGP 2022 Event in Mandalika in the Times of Coronavirus Disease 2019 Pandemic.

 

Here are the requirements and regulations for the participants of MotoGP 2022 in Pertamina Mandalika International Street Circuit:

  1. Participants and spectators of the MotoGP 2022 bubble system in Mandalika with the status of foreign nationals and Indonesian citizens can enter the MotoGP 2022 bubble area in Mandalika through the international arrival gate with the following mechanism:

    a) Travel directly through the entry point to the 2022 MotoGP bubble system area in Mandalika;

    b) Transit through the entry point and then continue the domestic journey to the 2022 MotoGP bubble system area in Mandalika; or

    c) Domestic travel by air, land, or sea to the 2022 MotoGP bubble system area in Mandalika

  2. The entry points for Indonesian citizens or international travelers participating in the MotoGP 2022 bubble system to enter the MotoGP 2022 travel bubble area in Mandalika as referred to in number 1.a. are as follows:

    a) Zainuddin Abdul Madjid International Airport in Lombok, West Nusa Tenggara; and

    b) Lembar Harbor, West Nusa Tenggara.

  3. All participants of the MotoGP 2022 bubble system in Mandalika, except for the support staff, are required to carry out activities during the MotoGP 2022 series of activities in Mandalika based on the bubble group provisions as follows:

    a) Bubble Group One consisting of drivers and officials;

    b) Bubble Group Two consisting of spectators, journalists, and VVIPs; and

    c) Bubble Group Three consists of officers or committees.

  4. Upon arrival at the international arrival gate in Lombok, all players of the MotoGP 2022 bubble system in Mandalika, except for support staff, must comply with the following conditions/requirements:

    a) Have downloaded the PeduliLindungi app and filled out the form of e-HAC International Indonesia.

    b) Presenting the card or certificate (physical or digital) of receiving the full dose of COVID-19 vaccine at least 14 (fourteen) days before departure written in English or in other languages than the language of the country/region of origin of arrival, and verified on the website of the Ministry of Health of the Republic of Indonesia or e -HAC International Indonesia;

    c) Presenting negative results of RT-PCR examination in the country/region of origin whose samples are taken within a maximum period of 2 x 24 hours before departure and attached at the time of the health check or e-HAC International Indonesia;

    d) Exclusive for racers, officials, officers or committees, VVIPs, and journalists: presenting proof of official documents of involvement in MotoGP 2022 activities at Mandalika;

    e) Exclusive for spectators, showing proof of booking confirmation and payment for tickets and/or lodging in the 2022 MotoGP bubble area in Mandalika;

    f) Participants of the 2022 MotoGP bubble system in Mandalika with the status of foreign nationals, except for support staff, must meet the following requirements:

    i. Present a visit visa or other entry permit in accordance with the provisions of the applicable laws and regulations; and

    ii. Present proof of ownership of health insurance with a minimum coverage value of USD 25,000 which includes financing for handling COVID-19 and medical evacuation to a referral hospital.

    g) Undergo body temperature check and RT-PCR examination upon arrival at the gate;

    h) In the event that the results of the RT-PCR examination upon arrival at the international arrival gate as referred to in letter f are negative, the participants of the MotoGP 2022 bubble system in Mandalika (except for support staff) can continue the journey by following the established procedures to the pick-up and delivery to the destination location according to the bubble group.

    I) In the event that the results of the RT-PCR examination upon arrival at the international arrival gate as referred to in letter f are positive, it will be followed up with the following provisions:

    i. If there are no symptoms or experiencing mild symptoms, isolation or treatment will be carried out in isolation accommodation separate from the bubble system area; or

    ii. If accompanied by moderate or severe symptoms, and/or with uncontrolled comorbidities, isolation or treatment at a COVID-19 referral hospital; and

    iii. The cost of isolation/treatment for foreigners is borne independently, while for Indonesian citizens it is borne by the government.

  5. Participants of the MotoGP 2022 bubble system in Mandalika, except for the support staff, who are people living around the Mandalika area, must follow the terms/requirements when entering the 2022 MotoGP bubble area in Mandalika as follows:

    a) Presenting the card or certificate (physical or digital) of receiving the full dose of COVID-19 vaccine at least 14 (fourteen) days before entering the MotoGP 2022 venue in Mandalika;

    b) Exclusive for spectators, presenting proof of booking confirmation and payment for MotoGP 2022 tickets at Mandalika;

    c) Undergo a body temperature check and a rapid antigen test upon arrival at the entrance to the MotoGP 2022 venue in Mandalika; and

    d) Permitted to enter the MotoGP 2022 area in Mandalika after obtaining a negative result of the rapid antigen test as referred to in letter c;

  6. While in the area of the MotoGP 2022 bubble system in Mandalika, all participants of the MotoGP 2022 bubble system in Mandalika, except for the supporting staff, must comply with the following conditions/requirements:

    a) Only allowed to interact with people who are in the same bubble group as referred to in number 4 (four);

    b) Only allowed to carry out activities in the zones that have been determined for each facility or infrastructure within the MotoGP 2022 bubble area in Mandalika;

    c) Undergo routine antigen rapid tests every day while in the MotoGP 2022 bubble system area in Mandalika:

    d) Report to health workers in the bubble system area when experiencing symptoms related to COVID-19 to be tested for COVID-19 by RT-PCR examination; and

    e) Comply with the close contact tracing, isolation, and quarantine mechanisms that apply in Indonesia if a positive case of COVID-19 is found in the associated bubble system area.

  7. In the event that the committee or officers cannot follow the provisions of the bubble system as referred to in points 6.a and 6.b. in the context of fulfilling their duties and responsibilities, the committee or officer concerned is obliged to carry out routine health checks every day to observe the emergence of symptoms related to COVID-19.
  8. Supporting staff in the MotoGP 2022 bubble system area in Mandalika must comply with the following conditions/requirements:

    a) Present the card or certificate (physical or digital) of receiving the full dose of COVID-19 vaccine;

    b) Undergo routine RT-PCR examination every 3 days and show negative results;

    c) Undergo a rapid antigen test every time entering or leaving the bubble system area;

    d) Permitted to enter or leave the bubble system area after obtaining a negative result of the antigen rapid test as referred to in letter c;

    e) Report to health workers in the bubble system area when experiencing symptoms related to COVID-19 to be tested for COVID-19 by RT-PCR examination; and

    f) Comply with the close contact tracing, isolation and quarantine mechanisms that apply in Indonesia if a positive case of COVID-19 is found in the associated bubble system area.

  9. The mechanism for close contact tracing, isolation, and treatment if it is found that participants of the MotoGP 2022 bubble system in Mandalika confirmed positive for COVID-19 during tourism activities in the MotoGP 2022 bubble system area in Mandalika are carried out with the following conditions:

    a) For positive cases of COVID-19 with asymptomatic experience or mild symptoms, isolation or treatment will be carried out in isolation accommodation separate from the bubble system area.

    b) For positive cases of COVID-19 with moderate or severe symptoms, isolation or treatment will be carried out at a referral hospital;

    c) The costs of isolation or treatment for positive cases of COVID-19 as referred to in letters a and b for foreign nationals are entirely borne independently, for related workers including hotel staff are borne by the hotel manager, and for Indonesian citizens who are not hotel staff borne by the government; and

    d) Close contact tracing will be carried out on all participants in the same bubble with the positive COVID-19 case based on the mechanism established and implemented by the local Health Office.

  10. All participants of the 2022 MotoGP bubble system in Mandalika in the bubble system mechanism are required to apply strict health protocols while in the bubble system area as follows:

    a) Wearing a 3-ply cloth mask or medical mask that covers the nose, mouth and chin;

    b) Change masks regularly every four hours, and dispose of waste masks in the provided place;

    c) Washing hands regularly using water and soap or hand sanitizer, especially after touching objects touched by other people;

    d) Maintain a minimum distance of 1,5 meters from other people and avoid crowds; and

    e) Using the PeduliLindungi app while carrying out activities in the bubble system area.

  11. After completing the MotoGP 2022 activities in Mandalika, all participants of the MotoGP 2022 bubble system in Mandalika are required to follow the health protocols or requirements that apply in the destination country/region.

  12. The International Airport Health Office facilitates Indonesian citizens or foreign nationals participating in the MotoGP 2022 bubble system in Mandalika who require emergency medical services upon arrival in Indonesia in accordance with applicable regulations.
